Trade and economic ties between Russia and Western countries are disrupted by sanctions. What infrastructure and urban development projects are becoming relevant? Yulia Zubarik, head of the urban planning bureau "Master's plan", and Andrey Pronin, leading analyst of the bureau, shared their thoughts on this matter.




Before the sanctions were imposed, significant volumes of goods from the Asia-Pacific region were supplied to the European part of Russia by sea. Now, against the background of the restrictions, the former logistics chains are blocked, and the situation will last indefinitely.


The Trans-Siberian Railway and the Northern Sea Route (NSR) are alternatives that do not depend on foreign policy risks. Under the current conditions, the regions of Eastern Siberia and the Far East need accelerated development of the road and railroad networks, port facilities, energy and utility infrastructure.


Projects aimed at expanding foreign trade relations with our closest neighbor, China, are a priority. Investments should go to the development of logistics centers in Zabaikalsk (Trans-Baikal Territory), Nizhneleninsk village (Jewish Autonomous Region) and Vladivostok agglomeration.


Master plans are being developed today for Vladivostok and Nakhodka. They integrate projects for railway and automobile border crossings, road and energy infrastructure. The problem is that Russian cities are developing according to master plans that are approved for 20 years in advance. In fact these documents are so voluminous that they become obsolete in just one year. Making adjustments is a lengthy process, the positive result of which is not always obvious.

In this regard, the aforementioned 5-10-year master plans are a more flexible tool. Unfortunately, they have not yet received official recognition in the current system of urban planning documentation and regulation.
